A small business owner on Ross Avenue pleads his zoning case ...

Hinga Mbogo pleads his case

Hinga Mbogo?s professional fate rests in the hands of the Dallas Plan Commission, a group of appointed officials that deal with zoning issues.

Mbogo, who emigrated from his native Kenya in the 1970s, has run a car repair shop on Ross Avenue for many years. He has a reputation for honesty and fair dealing, which is a good thing for Bryan Place-area residents who need their cars fixed.

City Hall powers-that-be have informed Mbogo that he and his modest business, which sits next to Dallas ISD headquarters on Ross, are no longer welcome. The strip is now zoned for redevelopment into apartment buildings, restaurants and shops. The real estate community and its City Hall agents refer to Ross Avenue as a gateway to downtown Dallas that needs to be brightened up. (Translation: We need to make some money.)

A couple of months ago, I wrote this story ?about Mbogo?s struggle to maintain his business despite this push for ?progress.? ?After getting word from City Hall that he was being zoned out of existence, he swallowed hard and then coughed up several thousand dollars to appeal the zoning decision.

Mbogo will plead his case before the plan commission at a hearing scheduled for 1:30 p.m. Thursday, June 6. He will represent himself and tell the story of a small businessman and African immigrant who came to America to make something of himself.

Proponents of upgrading property values along Ross Avenue will say the city has given Mbogo plenty of time to move his business to a new location or make other arrangements for himself. But it?s just not that easy for a 60-year-old guy to start new. He just wants to make it to retirement in a few years.

The Mbogo case is important to contemplate. He is emblematic of hundreds of minority (read black, Hispanic and Asian) immigrants who arrived in Dallas starting in the 1970s and found buildings abandoned by white business people who left the inner-city to chase suburban customers.

This is a moral and ethical issue. Is it right to shoo them out of their stores and offices along Ross Avenue or Jefferson Boulevard in Oak Cliff just because bankers and real estate developers have the power to target their neighborhoods for redevelopment?

Egypt's president sends controversial NGO law to parliament

CAIRO (Reuters) - Egyptian President Mohamed Mursi submitted to parliament on Wednesday a controversial bill regulating NGOs and human rights groups but said it did not impose restrictions on their activities.

An earlier draft had drawn criticism from activists, Western governments and the United Nations human rights chief, who said it was more stifling than regulations under the deposed President Hosni Mubarak.

A presidential adviser said on Monday the new draft should ease Western and opposition concerns that the Mursi administration is moving Egypt away from the democratic ideals behind the 2011 uprising that ousted the autocratic Mubarak.

Restrictions on civil society have remained a source of friction with Western states that help to finance non-government organizations working on human rights and economic, social and political development.

Mursi said in a speech that the new bill drafted by his administration did not signify a crackdown.

"It enables civil society to be assured that the state will not...restrict civil society organizations that work in service of the sons of the nation," Mursi said.

The new draft does away with controversial language that considers NGO funds as public money. A presidential adviser said it also ensures that security officials cannot serve on a steering committee, though they can still be consulted.

Activists who have seen the new draft say it is similar to earlier proposals backed by the Freedom and Justice Party, the political arm of Mursi's Muslim Brotherhood.

"This law remains restrictive because it allows the government to control NGOs access to funding, both foreign and domestically and it allows for government interference in NGO activities," said Heba Morayef, Egypt director for Human Rights Watch.

The new draft stipulates that a steering committee supervising NGO activities "may seek assistance" from whoever it wants, including security officials.

"This is a way to control the activities of NGOs," said Mohamed Zaree of the Cairo Institute for Human Rights Studies, who called the law "very repressive".

Hr said he feared the steering committee would block funding to groups working on politically sensitive issues like abuses by security forces.

Egypt is polarized between supporters of Mursi's Brotherhood and secular liberals who accuse him of attempting to stifle dissent.

Speaking at AllThingsD's D11 conference, Apple CEO Tim Cook just dropped the latest sales figure for the Apple TV: 13 million (compare that to Roku's sales of 5 million in the US), with "about half" sold in the last year. Despite being prodded by interviewers Walt Mossberg and Kara Swisher, Cook repeated his "area of great interest" line (again) regarding TV, only mentioning that the company does have a "grand vision" in place. Surprised by the hockey puck's popularity? You're not the only one, as Cook followed up on Steve Jobs' proclamation that" no one wants to buy a box," claiming "Frankly, the popularity of the Apple TV has become much larger than we thought it would. We aren't marketing it."

Last year at the conference he reported sales of 2.7 million Apple TVs for the year, and the company noted 2 million sold in Q1 2013. He also followed his predecessor's stance that the current TV experience needs remodeling "When you look at the TV experience, it's not an experience that I think many people love...still an experience that is too much like 10 or 20 years ago." As usual however, despite the "interest," if you're looking for a hint that Apple is going to join the likes of Google and Microsoft in trying to shift the balance of the TV market, Cook -- like Jobs before him -- is keeping those details to himself.

Case in point: Verizon has started carrying blue versions of the Droid RAZR M and Droid RAZR HD at the same prices (free and $100) as their subdued black and white counterparts. Our known affinity for the color is a bit tempered here, however. Like the pink Droid RAZR M that surfaced a few months back, the color only goes around the edges -- both RAZRs are otherwise as black as can be. Rob Lowe cast as JFK in National Geographic film

NEW YORK (AP) ? Rob Lowe will portray President John F. Kennedy in a National Geographic film about the former president's 1963 assassination.

The National Geographic Channel said Tuesday that filming for "Killing Kennedy" would begin next month in Richmond, Va. The film is expected to air around the 50th anniversary of the shooting later this year and is based on the book by Bill O'Reilly.

National Geographic already had a hit earlier this year with an adaptation of another of the Fox News Channel anchor's books, "Killing Lincoln."

In addition to Lowe, the movie will feature Ginnifer Goodwin as the first lady and Michelle Trachtenberg as Marina Oswald.

JERUSALEM (AP) ? Israel's defense minister on Tuesday signaled that his military is prepared to strike shipments of advanced Russian weapons to Syria, in a rare implied threat to Moscow.

Defense Minister Moshe Yaalon issued his warning shortly after a top Russian official said his government reserves the right to provide Syria with state-of-the-art S-300 air defense missiles.

Israel has been lobbying Moscow to drop the sale, fearing the missiles would upset the balance of power in the region and could slip into the hands of hostile groups, including the Lebanese militant Hezbollah, a close ally of the Syrian regime.

"As far as we are concerned, that is a threat," Yaalon told reporters when asked about the S300s.

"At this stage I can't say there is an escalation. The shipments have not been sent on their way yet. And I hope that they will not be sent," he said. But "if God forbid they do reach Syria, we will know what to do."

Since Syria's civil war erupted in March 2011, Israel has repeatedly voiced concerns that Syria's sophisticated arsenal, including chemical weapons, could either be transferred to Hezbollah, a bitter enemy of Israel, or fall into the hands of rebels battling Syrian President Bashar Assad. The rebels include al-Qaida-affiliated groups that Israel believes could turn their attention toward Israel if they topple Assad.

Israel has carried out several airstrikes in Syria that are believed to have destroyed weapons shipments bound for Hezbollah. Israel has not confirmed carrying out the attacks. The delivery of the Russian missiles to Syria could limit the Israeli air force's ability to act.

In Moscow, Russia's deputy foreign minister, Sergei Ryabkov, wouldn't say whether Russia has shipped any of the long-range S-300 air defense missile systems, but insisted that Moscow isn't going to abandon the deal despite strong Western and Israeli criticism.

"We understand the concerns and signals sent to us from different capitals. We realize that many of our partners are concerned about the issue," Ryabkov said. "We have no reason to revise our stance."

He said the missiles could be a deterrent against foreign intervention in Syria and would not be used against Syrian rebels, who do not have an air force.

"We believe that such steps to a large extent help restrain some 'hotheads' considering a scenario to give an international dimension to this conflict," he said.

Russia has been the key ally of the Syrian regime, protecting it from United Nations sanctions and providing it with weapons despite the civil war there that has claimed over 70,000 lives.

It is unclear if Moscow has already provided Damascus with any of the S-300s missiles, which have a range of up to 200 kilometers (125 miles) and the capability to track and strike multiple targets simultaneously.

Ryabkov's statement came a day after European Union's decision to lift an arms embargo against Syrian rebels. He criticized the EU decision, saying it would help fuel the conflict.

Israel's defense chief spoke at an annual civil defense drill to prepare for missile attacks on Israel. This year's exercise comes at a time of heightened concerns that Israel could be dragged into the Syrian civil war.

A number of mortar shells from the fighting in Syria have landed in the Israeli-controlled Golan Heights. While Israel believes most of the fire has been errant, it has accused Syria of firing intentionally at Israeli targets on several occasions, and last week the sides briefly exchanged fire.

Israel's civil defense chief, Home Front Minister Gilad Erdan, said this week's drill was not specifically connected to the tensions with Syria.

"But of course we must take into consideration that something like that might happen in the near future because of what we see in Syria, and because we know that chemical weapons exist in Syria and might fall to the hands of radical Muslim terror groups," he said.

Salem ? A year ago, the Towse family attended a Memorial Day service with their son, Cody. On Monday, they attended a Memorial Day service at the cemetery where Cody will be buried on Saturday.

On May 14, Army medic Cody Towse was killed by an improvised explosive device in Afghanistan. He was attempting to aid soldiers wounded in one explosion when a second IED went off.

Cody Towse?s remains will be returned to Utah on Wednesday and the military will conduct a 12 noon Dignified Transfer ceremony at the Provo Municipal Airport. Funeral services will be 11 a.m. Saturday at Salem Hills High School. In lieu of flowers, the family asks that donations be made to the PFC Cody Towse Memorial Scholarship Fund at any Wells Fargo bank branch or at Cody?s Tropical Sno Shave Ice Shack, 495 N. And his parents never considered skipping Monday?s early morning ceremony at the Salem Cemetery.

"This is a great tradition," said Jamie Towse, Cody?s mother. "We always come here on Memorial Day. We have for years. Here and Orem.

"That?s where we went with Cody last year. He was in his dress uniform. Looked good."

Jamie and Jim Towse, accompanied by their son, Christian, and daughter, Callen, were among about 150 people who turned out for a brief observance like so many around Utah and across the country.

Retirement-age veterans provided an honor guard and a three-volley salute; local beauty queens sang the national anthem; local politicians offered a few words of salute to fallen members of the military; and a lone bugler played.

"It was tough when they played taps," said Jim Towse, Cody?s father. "That really got to me."

And the fact that part of the tribute was to a soldier who died less than two weeks earlier brought some immediacy to the ceremony. It was about soldiers who died in World War II, in Korea, in Vietnam, but it was also about a 2010 Salem Hills High graduate who had just turned 21 when he gave his life in Sanjaray, Afghanistan.

"We?re proud of all our veterans, and we?re honored the family chose to bury Cody here," said Salem Mayor Randy Brailsford. "What a great sacrifice the young man gave.

"And their courage to come out today ? a lot of people wouldn?t."

But the Towse family was determined.

"We?ve just been so surrounded by love from everybody," Jim Towse said. "And this is important. Sure, I want everyone to remember Cody, but I want them to remember all our troops."

He said that in Cody?s last Facebook post, he wrote that he thought "Afghanistan is a forgotten war. Nobody cares about the soldiers. Nobody cares about what?s going on over there," Jim Towse said. "It kills me to know that that was what was in his mind.

"He was over there to save guys. He wasn?t really there to fight. He was there for a noble cause no matter what. I?m just the proudest dad, I?ll tell you. We found out he?s got, like, 10 medals."

The family arrived at the ceremony in Cody?s orange-red, 1973 Volkswagen Beetle.

"We were going to fix it up when he got back," said Jim Towse. "He was buying parts for it online while he was in Afghanistan and sending them home. I?m going to go ahead and finish it. We?re going to make a memorial of it and take it to car shows and parades."

"We want to get the message out that people remember all the troops, so we can support them better and understand their mission," said Jamie Towse.

Jim Towse expressed concern that so many American soldiers die while so few take notice. Five members of Cody?s battalion were killed the week before he and three others died.

"It?s just silly that nine guys have die and never been mentioned [in the national news]," Jim Towse said. "They?re fighting for the nation. The whole nation should know that Cody died. And the others, too."

Newly understood circuits add finesse to nerve signals

May 25, 2013 ? An unusual kind of circuit fine-tunes the brain's control over movement and incoming sensory information, and without relying on conventional nerve pathways, according to a study published this week in the journal Neuron.

Researchers at the University of Alabama at Birmingham (UAB) discovered new details of a mechanism operating in the cerebellum, the brain region that processes nerve signals coming in from the spinal cord and cortex.

"Our results explain a second layer of nerve signal transmission that depends, not on whether a nerve cell is wired into a defined signaling pathway, but instead on how close it is to the pathway," said Jacques Wadiche, Ph.D., assistant professor in the Department of Neurobiology within the UAB School of Medicine, investigator in the Evelyn McKnight Brain Institute at UAB and senior study author. "It has become clear that this kind of nerve circuit is intimately linked with autism and movement disorders like ataxia, and we hope the mechanisms detailed here contribute to the design of new treatments."

Beyond nerve pathways Nerve cells are known to occur in defined pathways that transmit messages in one direction. This pathway-specific view of nerve signaling has been reinforced by high-tech imaging studies yielding detailed connectivity maps. Along these lines, the Obama Administration will soon ask Congress for $100 million in research funding to further improve such maps.

Within nerve pathways, each nerve cell sends an electric pulse down an extension of itself called an axon until it reaches a synapse, a gap between itself and the next cell in line. When it reaches an axon's end, the pulse triggers the release of chemicals called neurotransmitters that float across the gap, where they either cause the downstream nerve cell to "fire" and pass on the message, or stop the message. In this way, each synapse between nerve cells in a pathway "decides" whether or not a message continues on.

In recent years, studies have found that neurotransmitters also spill into tissue surrounding axons in a type signaling not restricted to synaptic connections. With the term itself implying a mess, "spillover" was thought to degrade the capacity of nerve cells to precisely pass on signals.

The current study adds to recent evidence arguing that spillover may instead enhance message transmission, with the results revolving around three nerve cell types in the cerebellum: climbing fibers, Purkinje cells and interneurons.

Climbing fibers, which carry information from the brainstem into the cerebellum, play key roles in motor timing and sensory processing. Within these fibers, nerve cells release the excitatory neurotransmitter glutamate into synapses that then strive to pass messages deeper into the cerebellum. Purkinje cells are paired with climbing fibers and intent on inhibiting their signals.

When excited by glutamate from climbing fibers at one end, Purkinje cells release another neurotransmitter called GABA at their downstream synapse to stop the message. An excitatory signal triggers an inhibitory one as a counter-balance, a form of feedback critical to the function of the central nervous system. Lack of inhibition, for instance, causes circuits to seize, seizures and the death of Purkinje cells, the latter of which has been linked by post mortem studies to a higher incidence of autism spectrum disorders.

Previously, researchers thought that incoming signals from climbing fibers caused a single, strong response in the cerebellum: the activation of Purkinje cells that released GABA. The current study argues that such signals also trigger the firing of interneurons, nearby inhibitory middlemen that connect sets of nerve cells.

Interneurons within, and outside of, the glutamate spill zone around climbing fibers may have different effects on the other interneurons and Purkinje cells they connect to, according to the current finding. The interactions either inhibit or excite many Purkinje cells surrounding an active climbing fiber and refine its messages in a feedback system more sophisticated than once thought.

Glutamate has its effect by fitting into AMPA and NMDA receptor proteins, like a key into a lock, on the surfaces of nerve cells it signals to. The consensus has been that glutamate receptors occur only within synapses. Finding them on nerve cells outside of synapse-defined pathways represents "a fundamental shift in understanding," said Wadiche, and may result in longer-lasting inhibition within key signaling pathways.

"A 2007 study published in Nature Neuroscience found that many climbing fibers signal to interneurons in the outer layer of the cerebellum outside nerve pathways and exclusively through glutamate spillover," said Luke Coddington, a graduate student in Wadiche's lab and study author. "Our team built on that observation to show how spillover affects the function of interneurons, Purkinje cells, and ultimately, the entire cerebellum. Spillover-mediated signaling recruits local microcircuits to extend the reach and finesse of climbing fiber signaling."

Linda Overstreet-Wadiche, Ph.D., was also senior co-author of the study, with important contributions also coming from Stephanie Rudolph and Patrick Vande Lune, all within the Department of Neurobiology.

Menstrual Phase May Impact Vulnerability to StressWomen at a particular stage in their monthly menstrual cycle may be more vulnerable to psychological side effects of stressful experiences, according to a new study.

The study?s findings suggest there is a monthly window of opportunity that could be targeted to help prevent common mental health problems in women, according to researchers at University College London.

For the study, researchers examined whether the effects of a stressful event are linked to different stages of the menstrual cycle. They recruited 41 women between the ages of 18 and 35 who had regular menstrual cycles and were not using the pill as a form of contraception.

Each woman watched a 14-minute stressful film containing death or injury, then provided a saliva sample so that hormone levels could be assessed.

They were then asked to record instances of unwanted thoughts about the video over the following days.

?We found that women in the early luteal phase, which falls roughly 16 to 20 days after the start of their period, had more than three times as many intrusive thoughts as those who watched the video in other phases of their menstrual cycle,? said Dr. Sunjeev Kamboj, a lecturer in UCL?s Department of Clinical, Educational and Health Psychology.

?This indicates that there is actually a fairly narrow window within the menstrual cycle when women may be particularly vulnerable to experiencing distressing symptoms after a stressful event.?

The findings could have important implications for mental health problems and their treatment in women who have suffered trauma, he noted.

?Asking women who have experienced a traumatic event about the time since their last period might help identify those at greatest risk of developing recurring symptoms similar to those seen in psychological disorders such as depression and post-traumatic stress disorder (PTSD),? Kamboj said.

?This work might have identified a useful line of enquiry for doctors, helping them to identify potentially vulnerable women who could be offered preventative therapies.?

The researcher acknowledges that the study is just the first step.

?Although we found large effects in healthy women after they experienced a relatively mild stressful event, we now need to see if the same pattern is found in women who have experienced a real traumatic event,? he said.

?We also need further research to investigate how using the contraceptive pill affects this whole process.?

With this wisdom available for decades, the question arises: Why did author Mary Roach stick her arm inside a living cow's stomach, where it's too dark to write? Answer: Because that's the kind of thing Roach does when she's researching books that will be read outside of a dog. Also, the bovine was what's called a fistulated cow, meaning that you can get in through a hidey-hole, which is important because it's exceedingly messy to go in any other way.

I met with Roach in early April when she visited New York City to promote her latest book, Gulp: Adventures on the Alimentary Canal. I last wrote about her in 2010 when her book Packing for Mars came out, which dealt in part with the unfortunate realities of hitting the head in a weightless environment. ?People who hadn't read the book, who only heard the publicity, believe that I wrote an entire book about going to the bathroom in zero gravity,? Roach told me. ?It's not true?it was one chapter. But that chapter drew a tremendous amount of attention. Which also led me to think I'm not the only one with a 12-year-old's sensibility when it comes to these things.?

Gulp begins with a description of a taste test and ends with a first-person account of a colonoscopy. It thus covers ?the whole food chute,? as Roach put it.

As do many great literary works, this book owes its existence to an editor who had a profound influence on a writer. ?Many moons ago,? Roach recalled, ?the assignment was ?flatulence.? And I went to [the originators of] Beano, where they have a research center and I was a subject. And my editor at the time did not have quite the same sense of fun that I do?she let the air out of the story?so the piece, I felt, was not able to capture the true joys and surprises of flatulence research. And I got the sense that there was just so much more fun to be had on the alimentary canal.?

Indeed, what could be more fun than wiggling your fingers, encased in a plastic sleeve though they may be, inside a cow's rumen (which, according to Gulp, is ?the largest of its four stomach compartments? and ?the size of a thirty-gallon trash can?)?

Fistulated cows are ag-school staples, Roach writes. Using just a topical anesthetic, veterinarians cut a hole the size of a coffee can cover in the hide and a similar opening in the rumen. They stitch the two holes together, put a plastic stopper on the surface and, voil?, a ?holey cow,? as the ag students call it. (A fistula is an abnormal biological passageway, not a place to shove in your fist.) Roach's close encounter happened at the University of California, Davis, where the cows offer students instruction that is exceptionally vivid, if not quite disarming.

?Inside the rumen, it's fermenting,? Roach told me. ?It's a composter, it's hot in there. The cow is breaking down its food by bacterial action. We're using gastric acid and enzymes; the cow has a fermenter going on. Plus, you put your arm in there and you feel these amazing contractions. I actually was worried that a finger would break,? she ruminated in multiple ways. ?So it's a pretty instantaneous and unforgettable introduction to the digestion of animals other than us.?

Of course, many humans have had instantaneous and unforgettable introductions to the digestion of animals, for example, tigers or crocodiles. Such passages usually lead to tails rather than tales. Fortunately, Roach survived both probing and being probed and emerged from deep contemplation of beast bellies, like Jonah, with a fascinating story to tell. NWSL sees mixed results in startup season

PORTLAND, Ore. (AP) - The Portland Thorns' season couldn't be going any better. They're sitting tied atop the National Women's Soccer League's opening-season standings and drawing more than 11,000 fans to home games. And they've got Alex Morgan.

But just a few hours' drive north, the Seattle Reign are struggling with a roster unexpectedly missing its star power, and with no wins and four total goals so far.

The two contrasting teams paint a picture common to many startups: successes and snags.

The eight-team NWSL, which started play last month, is a collaboration between American, Canadian and Mexican soccer federations. Ultimately, the league's survival will come down to whether fans support the teams.

After its first six weeks, the NWSL had drawn more than 101,494 total fans to 24 league games, a respectable average of 4,229 at each game.

The Thorns, averaging 13,342 fans per game at Jeld-Wen Field, have undoubtedly boosted that average. FC Kansas City has the second-best home gate at the 6,150-seat Shawnee Mission District Stadium, averaging 5,070 fans per match. New Jersey's Sky Blue FC is drawing the fewest fans with an average of 1,586.

"I've had the pleasure and the opportunity to go around to all eight teams and be at all eight facilities, and at each one - whether it's been an excessively large crowd like Portland, or one that might not be as large because the facilities don't all hold the same amount - the enthusiasm from the fans at the games and the quality of play on the field, and the ability of the players, has been outstanding," said Cheryl Bailey, the league's executive director.

There have been two other recent attempts at a women's pro league in the United States, but both failed after just two seasons: The Women's United Soccer Association was founded in 2000, hoping to capitalize on the U.S. national team's victory in the 1999 World Cup, but the league folded in 2003. Another league, Women's Professional Soccer, played from 2010-2012 but had insurmountable internal organization and financial issues.

The NWSL believes it is better positioned to succeed because of its association with the North American soccer federations, which pay the salaries of their national team players to help keep costs down.

"The uniqueness of having three federations come together, not only providing the talent on the field, but also giving the financial support to the teams, now sets us in a different light than the past two leagues, and gives us a different platform to build upon," Bailey said.

To be fair to the rest of the league, the Thorns and their fan base are an anomaly.

Portland sits tied with Sky Blue FC atop the NWSL standings at 5-1-1. Morgan, whose star rose exponentially when she scored in overtime against Canada to send the United States to the gold medal match in the London Olympics, leads Portland with four goals, while Canadian Christine Sinclair has three.

"So far so good," Thorns coach Cindy Parlow Cone said about the start of the season. "I think with each week the level of play gets better and better, and that's just teams having more time together. It takes a while for everyone to jell. The quality of the individual players is outstanding and as a result you're seeing teams really come together now."

Merritt Paulson, the owner of Major League Soccer's Portland Timbers, also owns the Thorns and both teams share Jeld-Wen Field. Timbers supporters, who have sold out 40 straight games, were quick to support the Thorns, too, and the women's team sold more than 7,500 season tickets for their 11 home games before the season even started.

This past weekend that crowd was announced at 12,474 for Portland's 2-0 victory over the Washington Spirit.

"It was great to come in here and automatically have the supporters have our backs and be behind us," Morgan said. "I think being in the same organization helps and playing at Jeld-Wen, definitely. It's great to see."

In contrast, the Reign was hit with the unforeseeable to start the season. National team forward Amy Rodriguez became pregnant with her first child shortly after she was assigned to Seattle, and goalkeeper Hope Solo needed left wrist surgery. Megan Rapinoe, meanwhile, decided to play in France.

Had the original team come together, Seattle probably wouldn't be sitting at 0-6-1 at this point in the season.

Surprisingly, Reign owner Bill Predmore isn't discouraged. Rapinoe and Solo should join the team next month, and the Reign will likely see a boost to the average of 1,815 fans that have been attending games at the Sounders' 4,000-seat training facility just outside Seattle.

"We're looking at this as a very long-term project," Predmore said. "I had no expectations that we were going to get 10,000 fans to show up on Day 1. We are a brand new club, the business entity has existed for only a little over five months. So I think we're realistic in our expectations that this is going to have organic, grass-roots growth."

Other NWSL teams were similarly hit by disappointing injuries to allocated players. Carli Lloyd of the Western New York Flash broke her shoulder, Sky Blue FC goalkeeper Jill Loyden broke her hand, and Chicago Red Stars midfielder Shannon Boxx had surgery on her right knee late last month.

Additionally, all eight NWSL teams are about to take a bit of a hit for the next couple of weeks. Both the Canadian and U.S. national teams have recalled players for an international exhibition on June 2 in Toronto - a rematch of the nail-biting semifinal in London.

The main knock on the NWSL is that it was launched so quickly; the formation of the league was announced in November and the teams opened the season in mid-April. Teams did not have much opportunity to market themselves.

Bailey said she understands, but it was important to launch in a year without a world championship, so that fans could have access to elite players, and they in turn could maintain training in an off year. The league also serves to develop talent.

"Our ultimate goal is to have a league that's sustaining. What we're doing right now to do that is laying the groundwork and the foundation. It's not perfect," Bailey said. "The timing didn't give us all that we needed to lay out everything ... but it's certainly given us a wonderful platform to put our roots down."

(AP) ? Reading, writing, arithmetic ? and PE?

The prestigious Institute of Medicine is recommending that schools provide opportunities for at least 60 minutes of physical activity each day for students and that PE become a core subject.

The report, released Thursday, says only about half of the nation's youngsters are getting at least an hour of vigorous or moderate-intensity physical activity every day.

Another concern, the report says, is that 44 percent of school administrators report slashing big chunks of time from physical education, arts and recess since the passage of the No Child Left Behind law in 2001 in order to boost classroom time for reading and math.

With childhood obesity on the rise ? about 17 percent of children ages 2 through 19 are obese ? and kids spending much of the day in the classroom, the chairman of the committee that wrote the report said schools are the best place to help shape up the nation's children.

"Schools for years have been responsible for various health programs such as nutrition, breakfast and lunch, immunizations, screenings," Harold W. Kohl III, a professor of epidemiology at the University of Texas School of Public Health, said in an interview with The Associated Press.

"Physical activity should be placed alongside those programs to make it a priority for us as a society," he said.

The report calls on the Education Department to recommend that PE be adopted as a core subject.

It says physical education in school is the "only sure opportunity" for youngsters to have access to activity that will help keep them healthy.

The majority of states, about 75 percent, mandate PE, according to the American Alliance for Health, Physical Education, Recreation, and Dance. But most do not require a specific amount of time for PE in school, and more than half allow exemptions or substitutions, such as marching band, cheerleading and community sports.

Many kids also aren't going to gym class at school every single day. According to the CDC, only about 30 percent of students nationwide attend PE classes five days a week.

Specifically, the report recommends:

?All elementary school students should spend an average of 30 minutes each day in PE class.

?Middle and high school students should spend an average of 45 minutes each day in PE class.

?State and local officials should find ways get children more physical activity in the school environment.

PE isn't the sole solution, though.

The report advocates a "whole-of-school" approach where recess and before-and-after-school activities including sports are made accessible to all students to help achieve the 60-minutes-a-day recommendation for physical activity. It could be as simple as having kids walk or bike to school, or finding ways to add a physical component to math and science class lessons.

The report also cautions against taking away recess as a form of punishment, and it urges schools to give students frequent classroom breaks.

Schools can do this if they make it a priority, said Paul Roetert, CEO of the American Alliance for Health, Physical Education, Recreation, and Dance.

"We have an obligation to keep kids active," Roetert said in an interview. "We have research to show that physical activity helps kids perform better in school. It helps them focus better in the classroom ... and they behave better in school. So there are all kinds of side benefits."

Kitty Porterfield, spokeswoman for The School Superintendents Association, said nobody is opposed to physical education.

"Everybody would love to see more of it in schools," said Porterfield. "Given the testing and academic pressures for excellence on schools, often physical education slides to the bottom of the barrel."

The idea of putting more of an emphasis on physical education in schools has support in Congress.

Rep. Marcia Fudge, D-Ohio, plans to introduce the PHYSICAL Act on Thursday. It would recognize health education and physical education as core subjects within elementary and secondary schools. Reps. John Lewis, D-Ga., and Jared Polis, D-Colo., will join Fudge as co-sponsors.

Commercial human ventures planned for the moon: NASA study

CAPE CANAVERAL, Florida (Reuters) - Corporate researchers may be living on the moon by the time NASA astronauts head off to visit an asteroid in the 2020s, a study of future human missions unveiled on Thursday shows.

The study by Bigelow Aerospace, commissioned by NASA, shows "a lot of excitement and interest from various companies" for such ventures, said Robert Bigelow, founder and president of the Las Vegas-based firm.

The projects range from pharmaceutical research aboard Earth-orbiting habitats, to missions to the moon's surface, he said on Thursday, citing a draft of the report due to be released in a few weeks.

NASA intends to follow the International Space Station program with astronaut visits to an asteroid by 2025 and to Mars about a decade later.

President Barack Obama's proposed budget for the fiscal year beginning October 1 requests $105 million for the U.S. space agency to begin work on a mission to find a small asteroid and reposition it around the moon for a future visit by astronauts.

But private companies, including Bigelow Aerospace, have more interest in the moon itself, Bigelow told reporters on a conference call on Thursday.

William Gerstenmaier, NASA's head of space operations, said on the call "it's important for us to know that there's some interest in moon activity and lunar surface activity."

"We can take advantage of what the private sector is doing" in areas such as space transportation, life support systems and other technologies needed for travel beyond the space station's 250 mile high orbit, he noted.

NASA typically completes its mission planning before looking at what partnerships and collaborations may be possible, Gerstenmaier added.

"We thought that this time we would kind of turn that around a little bit, that we would ask industry first what they're interested in ... where they see human presence that makes sense, where they see potential commercial markets."

Bigelow Aerospace surveyed about 20 companies as well as foreign space agencies and research organizations for the NASA study, which the company undertook at its own expense. Bigelow has made no secret of its ambition to own, lease and operate inflatable space habitats in Earth orbit and on the moon.

Bigelow handed a draft of the first part of the report to Gerstenmaier on Thursday, 40 days ahead of schedule. The second section, which probes mission planning and other aspects of potential public-private partnerships, is due this fall.
