Instituting legal action in the cases of medical malpractice or ...


The group of attorneys and lawyers who represent their clients in personal injury and medical malpractice lawsuits are often portrayed as ?ambulance chasers? in movies and on the TV. Last year at Google I/O the company introduced Tour Guide, a feature that provided animated 3D flyovers of popular destinations inside Google Earth, complete with facts about the site in question.

By October, the app had 11,000 tours available. Today Tour Guide got a huge upgrade, with more than 100,000 new tours available for destinations in 200 countries. Google also updated existing tours.

Says Google in a blog post:

The new, richer tours combine 3D flyovers, Wikipedia snippets and - for the first time - place highlight and more than 1 million user-generated Panoramio photos in order to create an immersive and educational exploration of your favorite places. Each tour ends with a selection of photo thumbnails which were selected from Panoramio as the best representation of a given place. Clicking on one of the thumbnails enables a full screen photo experience.

Users will find the new tours inside the desktop and mobile version of Google Earth 7.0. No software update is required.

The spacefaring club has been a small one: to date, just 10 countries have managed to build their own rocket and successfully deploy at least a satellite. Make that 11. South Korea has entered the fold by successfully launching its mostly self-developed, two-stage Naro rocket and putting the vehicle's Science and Technology Satellite-2C payload into orbit. The achievement comes after two prominent failures in 2009 and 2010, and is partly symbolic when there's no plans for a short-term follow-up. However, the success gets the ball rolling for the long run -- the Korea Aerospace Research Institute is working with contractors to build completely in-house rocket stages by 2016, and reach 300 tons of thrust as soon as 2018.

UPnP Allows Access to Your Gear from Outside Sources

5 Security Holes Almost Everyone's Vulnerable ToUPnP (Universal Plug and Play), a component meant to make devices like routers, printers, and media players easy to discover on a network, has been accused of having security holes for a long time, but this week the US Government suggested you disable it yet again. The most recent study suggests 40 million to 80 million network-enabled devices responded to discovery requests from the internet and are vulnerable to an attack that gives hackers access to webcams, printers, passwords, and more. This means routers and devices with the bug can be accessed from the internet to remotely screw with your system even if you don't have malware installed.

The good news is that most of the affected hardware is old, and the problem likely isn't as widespread as it seems. That said, in the case of most devices, you can turn UPnP off in the settings (look in your manual for directions). The UPnP setting on your router doesn't have anything to do with the protocol that lets you stream media over a network, print from inside the network, or anything similar. Turning it off on the router level only blocks you from controlling these devices over the internet, which most people don't need to do.

To turn it off on a router level, you pop into the admin page and disable UPnP. If you want to check your hardware, security site Rapid7 has made a tool to scan devices on your network.

As far as security risks go, this one's easy to fix and it's not going to affect a lot of people these days. The rest of these are much worse.

Both of these vulnerabilities exist for different reasons. In the case of WEP, it's as simple as cracking the password with an automated encyrption program (and a lot of time), while in WPA, it's more about a vulnerability in WPS (Wi-fi Protected Setup) on certain routers. This can be corrected by turning WPS off. If you can't turn WPS off, you can install DD-WRT or Tomato so you can. DD-WRT should add a nice security layer to your home network.

Browsing Without HTTPS Leaves Your Vulnerable to Snoopers

Certain security holes, like social engineering hacks can happen when a skilled hacker bypasses technical protections (like a strong password) to get the information they want from talking to a person?no "real" hacking is required. It's exactly what happened last year when the Apple and Amazon exploits were uncovered in Mat Honan's hack.

In short, people are one of the biggest security holes in the larger chain. Hackers can use psychological tricks to get your information, they might pose as someone important, as a Facebook friend, or even as you when talking with customer support. With a little information, they can then gain access to your account. If that account uses the same password as everywhere else, they essentially get access to everything you do. Thankfully, you can protect yourself with a few simple tips.

The main goal is to make sure you don't have all your eggs in one basket. That means if someone gets one password to one site, they can't get in elsewhere. So, never use the same password more than once, use two-factor authentication, get creative with your security questions, and monitor your accounts.

Plugging up these security holes isn't exactly a fun way to spend an afternoon, but it's certainly more entertaining than waking up one morning to find someone has stolen your identity. It's also a pretty easy process, and once you're set up you don't need to do much else.

Grapevine PD: Ratliff's BAC Twice The Legal Limit ? CBS Dallas ...

GRAPEVINE (CBSDFW.COM) ? Grapevine Police have released the results of Jay Ratliff?s blood alcohol test, which show that the Dallas Cowboy had a BAC of .16, or twice the legal limit when arrested on suspicion of DWI.

Ratliff was arrested in the early morning hours on Jan. 22 by Grapevine Police after crashing his 2011 Ford F-150 into an 18-wheeler on East State Hwy 114.?According to the accident report, Ratliff was trying to pass the truck when he struck it and spun out of control, hitting a median protector.

Police say Ratliff refused to take a breathalyzer or submit to a blood draw but failed several roadside sobriety tests and was charged with Driving while intoxicated.? Officers later obtained a warrant to collect a blood sample.

Ratliff bonded out of jail the next morning and has yet to speak with the media.

His arrest comes less than two months after nose tackle Josh Brent was charged with intoxication manslaughter in a crash that killed Cowboys practice squad player Jerry Brown.

(AP) ? Los Angeles police say actor Taye Diggs chased down and captured a burglary suspect he found rummaging through his garage.

It happened after the "Private Practice" star and his wife returned to their Studio City home from the Screen Actors Guild Awards, where Diggs was a presenter.

LAPD spokesman Richard French says shortly before 11:30 p.m. Sunday, Diggs saw a man in his garage, apparently looking for items to steal.

French says the man ran off, but Diggs followed him down the street and held him for police. Neither man was hurt.

Twenty-year-old Hassan Juma was arrested and remains jailed Monday on $50,000 bail.

What holds chromosomes together? Structure of DNA-packaging proteins described

Jan. 28, 2013 ? To ensure that the genetic material is equally and accurately distributed to the two daughter cells during cell division, the DNA fibers must have an ordered structure and be closely packed. At the Max Planck Institute of Biochemistry in Martinsried near Munich scientists have now elucidated the structure of a ring-shaped protein complex (SMC-kleisin), which ensures order in this packaging process. Together with their cooperation partners at the Korea Advanced Institute of Science and Technology, they studied these proteins in bacteria and found structural analogies to the human complex.

The findings have now been published in the journal Nature Structural & Molecular Biology.

In each cell about two meters of DNA must fit into a cell nucleus that has a diameter of only a few thousandths of a millimeter. There the DNA is organized in individual chromosomes in the form of very long filaments. If they are not equally and accurately distributed to the daughter cells during cell division, this can result in cancer or genetic defects such as trisomy 21. Therefore, to ensure safe transport of DNA during cell division the long and coiled DNA fibers must be tightly packed.

Scientists have only a sketchy understanding of this step. The SMC-kleisin protein complexes play a key role in this process. They consist of two arms (SMC) and a bridge (kleisin). The arms wrap around the DNA like a ring and thus can connect duplicated chromosomes or two distant parts of the same chromosome with each other.

Learning from bacteria Simple organisms like bacteria also use this method of DNA packaging. The scientists, in collaboration with colleagues from South Korea, have now elucidated the structure of a precursor of human SMC-kleisin complexes of the bacterium Bacillus subtilis. The researchers showed that the bacterial SMC-kleisin complex has two arms made of identical SMC proteins that form a ring. The arms differ in their function only through the different ends of the kleisin protein with which they are connected.

In humans the DNA packaging machinery is similarly organized. "We suspect that this asymmetric structure plays an important role in the opening and closing of the ring around the DNA," explains Frank B?rmann, PhD student in the research group 'Chromosome Organization and Dynamics' of Stephan Gruber. In addition, the scientists discovered how the ends of the kleisin can distinguish between correct and wrong binding sites on one pair of arms.

The cohesion of chromosomes is of critical importance for reproduction as well. In human eggs this cohesion must be maintained for decades to ensure error-free meiosis of the egg cell. Failure of cohesion is a likely cause for decreased fertility due to age or the occurrence of genetic defects such as trisomy 21. "The elucidation of the structure of SMC-kleisin protein complexes is an important milestone in understanding the intricate organization of chromosomes," says group leader Stephan Gruber.

We recently saw research that suggested negative radiation pressure in light could lead to a practical tractor beam. A partnership between the Czech Republic's Institute of Scientific Instruments and Scotland's University of St. Andrews can show that it's more than just theory: the two have successfully created an optical field that flipped the usual pressure and started pulling objects toward the light. Their demo only tugged at the particle level -- sorry, no spaceships just yet -- but it exhibited unique properties that could be useful here on Earth. Scientists discovered that the pull is specific to the size and substance of a given object, and that targets would sometimes reorganize themselves in a way that improved the results. On the current scale, that pickiness could lead to at least medicinal uses, such as sorting cells based on their material. While there's more experiments and development to go before we ever see a tractor beam at the hospital, the achievement brings us one step closer to the sci-fi future we were always told we'd get, right alongside the personal communicators and jetpacks.

Next big thing in real estate: tiny apartments

In response to skyrocketing rents in New York City, Mayor Michael Bloomberg proposed a challenge to the city's best architects: to design a space no bigger than 350 square feet into a comfortable and affordable micro-apartment. NBC's Stephanie Gosk reports.

New Yorkers are famous for their teeny apartments, but a new trend in dwelling seeks to transform those tiny spaces into big assets. They're called "micro apartments," and they make a few hundred square feet feel like over a thousand.

Fold-away beds, moveable walls, and coffee tables that expand to seat 10 for dinner are just a few of the clever touches that transform these shoe boxes into veritable mini-mansions.

"The main idea is to get double, triple, quadruple use from every space," Graham Hill, founder of the sustainable living site TreeHugger.com and the design company Life Edited, told Fair Companies?in a video interview.

With rising costs of living and a desire to limit one's environmental impact at top of mind, living simpler, and smaller, has taken off in cities around the world, especially ones known for their high rents. San Francisco recently passed an ordinance allowing for apartments to be built to 220 square feet. And "micro units" have also long been a Tokyo and Hong Kong mainstay.

For his part, Hill bought a 420-square-foot studio in Manhattan's SoHo neighborhood and?renovated?it into a concept lab for tiny living, with boutique hotel style appointments, a home theater, and a pair of drop-down bunk beds for guests.

Feeling more like 1,000+ square feet, it boasts a kitchen with top-loading fridge, freezer and dishwasher. The stove top is three induction burners stacked in a drawer. To boil a pot of water for pasta, for example, you pull the burners out and plug them in, then stow them away after the linguine is served.

Hill's design was one of 34 submitted to New York Mayor Bloomberg's?adAPT NYC contest, which tasked teams with coming up with plans for?250-370 square foot apartments designed for 1-2 person households.

The young professionals who constitute the city's lifeblood often find themselves priced out of New York City altogether or living in an outer-borough?garret.?One-third of the city's households comprise of just one individual, a number projected to rise to 46 percent in Manhattan, where one-bedrooms routinely rent for north of $2,700 a month.

The winning design, announced Tuesday, will form the basis for a new apartment complex built in Kip's Bay at East 27th and 1st Avenue in Manhattan with 55 of the micro units. The apartments will be built prefabricated, and then stacked on top of each other and connected - structure, plumbing, electrical, and all - like LEGOs.

The design is split up into a "toolbox" and "canvas" area, with essential living amenities in the first area, and a customizable living room/bedroom slot in the second.

Called "My Micro NY," the apartment's bedroom converts into the primary living space, and the hip, 10-foot ceiling design includes a 16-foot-long overhead loft space, Juliette balconies, a?full-depth closet, full-height pull-out pantry, fridge and range.

The complex will include a garden, porch with picnic tables, lounge, laundry room, storage, bike room, and a small gym. Rents will be about $2,000 a month. Eleven of the 55 units will be reserved for households with incomes no greater than 80 percent of the area median income.

"New York?s ability to adapt with changing times is what made us the world?s greatest city ? and it?s going to be what keeps us strong in the 21st Century," said Mayor Bloomberg in a press release.

Thawing 'dry ice' drives groovy action on Mars

Jan. 25, 2013 ? Researchers using NASA's Mars Reconnaissance Orbiter see seasonal changes on far-northern Martian sand dunes caused by warming of a winter blanket of frozen carbon dioxide.

Earth has no naturally frozen carbon dioxide, though pieces of manufactured carbon-dioxide ice, called "dry ice," sublime directly from solid to gas on Earth, just as the vast blankets of dry ice do on Mars. A driving factor in the springtime changes where seasonal coverings of dry ice form on Mars is that thawing occurs at the underside of the ice sheet, where it is in contact with dark ground being warmed by early-spring sunshine through translucent ice. The trapped gas builds up pressure and breaks out in various ways.

Transient grooves form on dunes when gas trapped under the ice blanket finds an escape point and whooshes out, carrying out sand with it. The expelled sand forms dark fans or streaks on top of the ice layer at first, but this evidence disappears with the seasonal ice, and summer winds erase most of the grooves in the dunes before the next winter. The grooves are smaller features than the gullies that earlier research linked to carbon-dioxide sublimation on steeper dune slopes.

Similar activity has been documented and explained previously where seasonal sheets of frozen carbon dioxide form and thaw near Mars' south pole. Details of the different northern seasonal changes are newly reported in a set of three papers for the journal Icarus. The findings reinforce growing appreciation that Mars today, however different from its former self, is still a dynamic world, and however similar to Earth in some respects, displays some quite unearthly processes.

"It's an amazingly dynamic process," said Candice Hansen of the Planetary Science Institute, Tucson. She is lead author of the first of the three new reports. "We had this old paradigm that all the action on Mars was billions of years ago. Thanks to the ability to monitor changes with the Mars Reconnaissance Orbiter, one of the new paradigms is that Mars has many active processes today."

With three Martian years (six Earth years) of data in hand from the Mars Reconnaissance Orbiter's High Resolution Imaging Science Experiment (HiRISE) camera, the researchers report on the sequence and variety of seasonal changes. The spring changes include outbursts of gas carrying sand, polygonal cracking of the winter ice blanketing the dunes, sandfalls down the faces of the dunes, and dark fans of sand propelled out onto the ice.

"It is a challenge to catch when and how those changes happen, they are so fast," said Ganna Portyankina of the University of Bern in Switzerland, lead author of the second report. "That's why only now we start to see the bigger picture that both hemispheres actually tell us similar stories."

The process of outrushing gas that carves grooves into the northern dunes resembles the process creating spider-shaped features in far southern Mars, as seen in an image at http://photojournal.jpl.nasa.gov/catalog/PIA12249, but the spiders have not been seen in the north. The seasonal dry-ice sheets overlie different types of terrain in the two hemispheres. In the south, diverse terrains include the flat, erodible ground where the spiders form, but in the north, a broad band of sand dunes encircles the permanent north polar ice cap.

Another difference is in brightening on parts of the ice-covered dunes. This brightening in the north results from the presence of water-ice frost, while in the south, similar brightening is caused by fresh carbon dioxide. The third paper of the Icarus set, by Antoine Pommerol of the University of Bern and co-authors, reports distribution of the water frost using the Compact Reconnaissance Imaging Spectrometer for Mars (CRISM). The light water frost is blown around by spring winds.

Urban Outfitters was the first big brand to run an ad on Vine, as far as we can tell from searching Twitter and media coverage of the launch of Twitter's ingenious new 6-second video app.

Vine was unveiled by Twitter on Jan. 24. By 6.07 p.m., UO had tweeted this Vine video of a couple of dogs, along with the sarcastic comment, "The most important Vine you'll ever see."

Ironically, if it indeed turns out to be the case that UO was the very first advertiser to promote itself through Vine, then it will actually have been a very important Vine.

The Senate confirmation process is a minefield for many presidential nominees. But Sen. John Kerry seemed to navigate those waters safely at his confirmation hearing to be secretary of state.

The Massachusetts Democrat was treated gently on Thursday by the Senate Foreign Relations Committee ? even by the same Republicans who relentlessly grilled outgoing Secretary of State Hillary Rodham Clinton a day earlier on the administration's handling of the deadly September terrorist attack on the U.S. Consulate in Benghazi, Libya.

It doesn't hurt that Kerry ? widely scorned by Republicans in 2004 when he was the Democratic presidential nominee? is the panel's present chairman and popular with colleagues of both parties.

"You're ready to go," said Sen. Bob Corker of Tennessee, the panel's top-ranking Republican. "My sense is your confirmation will go through very, very quickly."

Sen. John McCain, R-Ariz., called his fellow Vietnam War veteran "my friend" and told members Kerry's qualifications for the job "are well known to you and all of our colleagues."

It won't be nearly as smooth for President Barack Obama's nominations of former Republican Sen. Chuck Hagel for defense secretary or John Brennan to head the CIA.

Both are sure to face tough questioning from senators? Hagel about past statements on Iran, gays and Israel; Brennan, now the top White House counterterrorism adviser, on the Benghazi attack.

Kerry and the committee members were clearly comfortable with each other.

Sen. Bob Menendez, D-N.J., the incoming chairman, wondered how Kerry would be able to "explain to world leaders how you could have been rooting for the Boston Red Sox instead of what the world knows is the New York Yankees as the team of the world."

Kerry laughed it off.

And the clear affection didn't only flow from the committee to Kerry.

Here's how he kicked off his testimony: "Let me say I've never seen a more distinguished and better looking group of public officials in my life."

Cornell partnership with military-linked Israeli school greeted by ...

Palestine solidarity activists greeted the first day of classes for students attending Cornell NYC Tech with leafleting, signs and petitions against the school, a massive collaboration between Ivy League Cornell University and Technion-Israel Institute of Technology. About 25 demonstrators braved the biting cold to send a message to Cornell and the city: that they should cut off their links with Technion due to their involvement in making Israeli weaponry used on Palestinian civilians.

The action was called by New Yorkers Against the Cornell-Technion Partnership (NYACT), a new group formed to organize against the collaboration between Google, which is providing free space to the school until the real campus is built, the city of New York, Cornell and Technion. Activists from a variety of groups involved in Palestine solidarity in the city, including Brooklyn for Peace and Adalah-NY, also showed up to voice their displeasure at the partnership. And many activists noted that the first day of classes for a partnership that includes a university with deep ties to the Israeli military was held on Martin Luther King day.

The protesters gathered at 8th Ave and 15th street in Manhattan, right outside the offices of Google, where the students went to attend classes. But only eight students are enrolled this semester, according to the New York Times, which perhaps answers the question that activists had yesterday: where were the students?

Regardless, even if the activists didn?t manage to reach out to students attending the school, they did manage to pass out leaflets to New Yorkers and obtained signatures on a petition against the partnership. The petition demands that the city end their role in the partnership, which includes $100 million in taxpayer funds and real estate space on Roosevelt Island, where the campus is slated to built by 2017.

?Technion is heavily involved with aspects of Israeli state policy. They work hand in hand with the weapons industries in Israel,? said Anna Calcutt, an activist with NYACT. ?They?re the worst of the worst--and are particularly repulsive.?

Calcutt was passing out leaflets that spoke to her point: Technion helps to produce weapons and surveillance equipment for the Israeli army, including drones; academics from the school have formulated plans for the Israeli Jewish takeover of the Galilee; the institution works closely with Rafael Advanced Systems and Elbit Systems, two companies that provide the Israeli military with crucial equipment to maintain the occupation; and Technion gives special treatment to Israeli soldiers while discriminating against Palestinian students.

?For decades, the Technion has provided the brains Israel required to create the elaborate mechanism of control under-girding its occupation of Palestine,? noted journalist Max Blumenthal back when the partnership was first announced. ?Through its partnership with Israel's burgeoning arms industry, Technion's creations have been imported to armed forces around the world. In the words of Israeli researcher Shir Hever, the Technion ?has all but enlisted itself in the military.??

A few members of Cornell?s Students for Justice in Palestine group also demonstrated at the protest. ?I feel obligated to protest when my university does something like this,? noted Paul Flaig, a Cornell student. ?It is a flashpoint issue because it is in the U.S. and Technion?s ties to the Israeli occupation are clear.?

The Cornell-Technion partnership grew out of the Bloomberg administration?s plans to build a new, high-tech graduate school for applied sciences. While a number of schools put in bids to get their hands on Bloomberg?s prize, it was the partnership, forged in secret, between Cornell and Technion that did the trick. The Cornell-Technion partnership?s bid to win the Bloomberg administration?s contest was buoyed by a $350 million gift from Cornell alumnus Charles Feeney, a philanthropist.

It also doesn?t hurt to have members of the New York City Council behind the deal. In February 2012, about a dozen Democratic Party members of the council went on a delegation to Israel organized by the Jewish Community Relations Council. The Jewish Week reported that ?the 10-day trip [included] a visit to the Technion, the science institute that will partner with Cornell University to create a new applied sciences campus on Roosevelt Island.?

That the Cornell-Technion partnership is cemented is a ?blow? to supporters of Palestinian rights in the U.S., as Max Ajl, an SJP member at Cornell and a sometime contributor to this site, put it to Mondoweiss in an interview when the partnership was first announced. ?It should almost be a wake-up call for some people. This is a huge institutional partnership and it?s with a primary target of BDS, a weapons producer, and clearly the Cornell administration is totally comfortable with making a partnership with an Israeli educational institution that produces the weapons to kill people,? said Ajl, a PhD student at Cornell and a contributing editor to Jacobin magazine. ?What does that say about where we are? It says we have a ways to go here in America.?

There are also local issues that activists have raised to try to gin up opposition to the deal. When the campus is built on Roosevelt Island, a quiet space of land between Queens and Manhattan only accessible by tram, it will displace a hospital. Activists with NYACT have gone to meetings about the plans for the campus on Roosevelt Island to try and educate residents about the problematic nature of the partnership. And while activists acknowledge that it is pretty much a done deal, they plan to continue to organize against the school.

?We want to stop this, though it may be impossible. But it is a good public education opportunity,? said Terri Ginsberg, a member of NYACT (and also a contributor to this site).

Another local issue is that academics at Cornell have complained that it the deal was made out of public view, with no transparency. At an event on the partnership at Cornell in March 2012, ?panelists challenged the University?s decision-making process, claiming its partnership with the Technion was cemented before administrators sought input from the faculty,? the Cornell student newspaper reported. ?There was no debate in the deliberative bodies of the faculty before those decisions were made,? Prof. Eric Cheyfitz said at the panel.

(AP) ? Retreating with a purpose, Republicans sped legislation through the House on Wednesday to avert the imminent threat of a government default but pointing the way to a springtime budget struggle with President Barack Obama over Medicare, farm subsidies and other benefit programs.

The current legislation, which cleared the House on a bipartisan vote of 288-144, would permit Treasury borrowing to exceed the limit of $16.4 trillion through May 18. As it passed, Speaker John Boehner pledged that Republicans would quickly draft a budget that would wipe out deficits in a decade, and he challenged Democrats to do the same.

The Democratic-controlled Senate is expected to approve the debt bill as early as Friday or perhaps next week. The White House welcomed the legislation rather than face the threat of a first-ever default at the dawn of the president's second term in the White House, and spokesman Jay Carney pointedly noted a "fundamental change" in strategy by the GOP.

House Republicans cast the bill as a way to force the Senate to draft a budget for the first time in four years, noting that if either house fails to do so, its members' pay would be withheld. They called the bill "no budget, no pay,'" a slogan if not a statement of fact, since lawmakers would be entitled to collect their entire salaries at the end of the Congress with or without a budget in place.

With polls showing their public support eroding, the Republicans jettisoned, for now at least, an earlier insistence that they would allow no additional borrowing unless Obama and the Democrats agreed to dollar-for-dollar federal spending cuts in exchange.

The average American family "can't buy everything they want every day; they have to make tough choices. It's time to make Congress make the same choices," said Rep. Dave Camp, R-Mich., underscoring the new Republican rallying cry.

Rep. Paul Ryan, the Wisconsin lawmaker who will be responsible for drafting the budget for Republicans, said Congress has "a moral obligation" to prevent a debt crisis that he said will hit hardest at seniors and others who depend on government the most.

As chairman of the House Budget Committee, Ryan will take the lead role in crafting a blueprint expected to rely heavily on savings from benefit programs. The budget he wrote last year before being picked as the party's vice presidential candidate was to take two decades to achieve balance.

Ryan's 10-year-budget task will be eased in part by higher tax revenues resulting from the Jan. 1 expiration of a two-year payroll tax cut, and in part from an anticipated $600 billion generated by raising rates on upper incomes. But given the sheer size of annual deficits in the $1 trillion range, it will be impossible to meet his goal without taking large savings from benefit programs such as Medicare and Medicaid, farm and student loan subsidies, the federal retirement program and more.

House Democrats made no attempt to defend the Senate's failure to draft a budget over the past three years, instead saying a mere four-month extension in the debt limit would not give business and the financial markets the certainty that is necessary for the economy to grow more quickly.

Rep. Chris Van Hollen of Maryland, his party's senior Budget Committee member, said the good news was, "Republicans have finally recognized the government must pay its bills. ... The bad news is they only want to do it for four months."

Beyond the rhetoric lay a political calculation on the part of Boehner and other House Republicans that they could not afford to set up an immediate confrontation with Obama. At a closed-door retreat last week, the rank and file was presented with polling that showed their support eroding since the election into the mid-to-high 20s, and indicating that increasingly the public believes they oppose Obama out of political motives rather than on policy grounds.

The same surveys show significant support for spending cuts, although backing wanes when it comes to reductions in individual programs that are popular.

Several officials said the leadership and Ryan had solidified rank-and-file Republicans behind a shift in strategy by emphasizing a commitment to a budget that would eliminate deficits in a decade, and the sentiment was expressed Wednesday on the House floor.

"This is why I ran for office. This is why I came to Washington, D.C.," said Rep. Tom Reed of New York, first elected in 2010 as part of a tea party-flavored wave that gave Republicans their majority.

Another Republican, Rep. Michael Fitzpatrick of Pennsylvania, answered Democratic taunts: "This is not a gimmick," he said.

Already, both sides were laying down markers for the struggle ahead.

Across the Capitol, Senate Democrats had already announced their intention to approve a budget, although they have made it clear they will insist on additional tax revenue that Republicans are sure to resist.

In his Inaugural address on Monday, Obama mentioned the deficit only once, and in passing. When it came to programs likely to bear the closest scrutiny from Republican budget cutters, he said, "We must make the hard choices to reduce the cost of health care and the size of our deficit." But he also said, "The commitments we make to each other ? through Medicare and Medicaid and Social Security ? these things do not sap our initiative, they strength us. They do not make us a nation of takers, they free us to take the risks that make this country great."

The congressional calendar requires the House and Senate to approve versions of a budget by early spring. Assuming that happens, the two are then reconciled, and the resulting compromise sets the framework for spending and tax legislation for the fiscal year that begins on Oct. 1.

The president's signature is not required on the budget itself, but legislation that attempts to carry it out goes to him for his approval or veto.

Republicans hope public sentiment will strengthen their hand for negotiations with the White House on those bills, although there are earlier chokepoints they hope to exploit as well. In particular, across-the-board spending cuts are to take effect beginning March 1, and it is something of an article of faith among many GOP lawmakers that the president would rather agree to an alternative that targets savings.

Also, funding for most of the government expires on March 27, giving conservatives yet another chance to try and reduce overall spending. That strategy is not without considerable risk, though. Republicans suffered grievous political damage in the mid-1990s when they engineered a pair of government shutdowns in a battle with President Bill Clinton over spending.

Supporters of the debt limit bill did not estimate the additional borrowing that would occur, but the Bipartisan Policy Center forecast about $450 billion if it is signed into law by month's end. Despite the May 18 date, the group also predicted Treasury would be able to take additional steps that would allow it to meet obligations through at least the end of July.
